According to the Mortgage Bankers Association, which publishes Weekly Mortgage Application Surveys, the mortgage loan demand rose 1.1 percent after seasonally adjusted while the purchase index also seasonally adjusted increased 1.5 percent during the week ending May 20, 2011. When not adjusted for season, the mortgage application demand increased 0.9 percent compared to the week ending in May 13, 2011. view home loan rates offered by Ditech here.

Refinancing has also increased quite significantly. Refinanced mortgages went up 0.9 percent in contrast to the week ending on the 13th. As a result, the refinance portion of the mortgage market increased 66.8 percent of the total demand for mortgages. The week before was 66.7% of total demand. There have not been this many refinances for quite some time.

The Purchase Index for mortgages also increased. Adjusted for season, it increased to 1.5 percent over the previous week while unadjusted Purchase Index went up 0.8 percent. Last year?s numbers were much lower. Numbers for the current year are 3.1 percent higher than last years numbers.

Interest rates have also changed quite a bit, let?s examine the changes. The 30-year rate moved to 4.69 percent from 4.60 percent while the 15 year rate crept up to 3.78 percent from 3.75 percent. Points decreased to 0.69 from 0.93 for thirty year fixed and decreased to 1.04 from 1.22 for 80 percent LTV loans.

Even though rates increased slightly they are still overall. Experts have predicted these changes for the year 2011. On the other hand, the demand for new loans have not increased as expected.

Analysts say that the numbers show that we are in a ?mini-refinance boom in the primary mortgage market.? However, these same analysts are saying that there is little movement in the secondary market. Analysts say that mortgage seekers missed on low rates in October and early November but do not want to blow it again. So it is said that there is a lot of pent up demand.

The new mortgage reforms will also have a significant impact on the housing market because many prospective homeowners will not be able to meet the stringent income to mortgage payment ratio of 28% and heftier down payments. As a result we will see more renters.

Single home families sales increased quite significantly; up by seven percent to be exact. Record numbers were reached in April with 323,000 homes sold in total. This is higher than what most experts predicted; analysts expected the numbers to fall around 300,000.

All states saw an increase in home sales as a whole. However, there was a 23% decline in annual rate sales over all when compared to April of last year. Around 420,000 homes were sold last year. Average selling price for a home was $217,900 which is up from $208,300 from the same period last year. The average sales price was $268,900.

Home buyers were better able to afford a home because about three-quarters of all homes were sold to families with earnings at the national median income during the first quarter of the year. Analysts say that 74.6 percent of all homes sold in the country were affordable to a family with an income of $64,400. This is said to be the highest in two decades. It also marks the ninth quarter in a row in which the affordable home price bettered 70 percent. It is said that this number did not often go higher than 65 percent. Analysts say that this is due to ?historically low? interest rates. Still, these analysts say that the market is experiencing ?extremely tight credit conditions.?

Analysts add that despite homes being more affordable, home sales are still underwhelming due to tight mortgage credit. It is said that lenders are demanding strong credit histories and large down payments. In addition, buyers appear to be holding back expecting home prices will decline. The nation?s least affordable housing was in the New York City region (including White Plains, N.Y. and Wayne, N.J. Other cities with least affordable homes included the San Francisco-San Mateo-Redwood City area and Los Angeles-Long Beach-Glendale and Santa Ana-Anaheim-Irvine, California areas.

There are several choices available for flooring but if you want sturdiness and elegance hardwood is the best. Hardwood floors provides a practical solution for almost every room of your home. Although many only use wood floors in dining rooms, living rooms, and family rooms, they can be a beautiful choice for bedrooms, kitchen, and baths as well.

If the hardwood floor installation will be done by the owner, it is best to use planks that have already been finished. A professional installer is required in the case of unfinished wood, since knowledge of using a drum sander is essential. This can leave dents in the floor if not done correctly.

It is a good idea to stack any wood planks inside of your house for a few days before the planned installation. This way, any swelling or shrinkage which may occur will have happened beforehand. The flooring has to be installed across the floor joists.

Before installation, sub-flooring should be examined, remove the shoe moulding, and clean up the floor. Vapor barrier paper will have to be laid down, with 4 inches over each edge. The vapor barrier will then need to be stapled to the sub-floor. You need to use 15 pound tar paper or felt, which is about twelve bucks a roll. Draw off the location of the joists with a pencil.

Select the longest wall and a long plank, and using a chalk line, score the board for pilot holes. Drill these holes in the board, through the sub-floor and into the joist. The first plank in the row will have to be face-nailed, and then a nail set must be utilized. The groove side of the first row?s planks should face the wall.

Take the time while you are working to fill your nail holes with wood putty which is identical. This is simpler than trying to identify the holes later on, since some of them may be hard to see. After face nailing the whole first row and patching, set up the boards for the next row.

Take note of how the wood flooring latches piece to piece. Completely install the floor, using these same steps. Always be sure to leave a 3/8 inch space between the last planks and the wall, in case the wood expands. After sweeping all dust from the floor, the last step is to replace the shoe moulding.

?It is generally accepted under statutory occupational health and safety laws across Australia that employers and other obligation holders cannot escape liability for failing to put in place a safe system of work even though a worker may have been wilful or neglectful in carrying out their duties,? said Anderson.

I had the opportunity to review Money Secrets of the Amish: Finding True Abundance in Simplicity, Sharing and Saving - even though this book is published by Thomas Nelson, it is not full of Bible verses ? it is a book about the Amish and the ways of their money and thinking.

The author spends time visiting the Amish community learning how they think about finances.? She also spends time learning about those who have daily contact with the Amish, but are not Amish ? like a banker.? She uses this as a springboard to explore other areas ? like that of her life or her friends ? for instance she contrasts her life to the Amish: she wanted to ?treat herself? and that meant an $80 pair of shoes?but for the Amish, a ?luxury? would be a box of Ritz crackers.

It is time we put a cap on the amount of time children spend in front of a screen can! Whether television, video games or computer addiction is, children spend too much time to relax and inactive.

My Take on the Book
Rick Warren wrote a message to the adults sharing this book with their special child. It is worth reading more than once. He makes some excellent points and I would like to share a few with you. We need to teach children to trust God by praying. It is our responsibility and privilege to do so. We can learn from our children by the way they pray with straightforward and unashamed requests, simple and sincere talking to our Lord, and they do not pray to impress others. "Prayer is the key to living with hope."
I agree with Rick Warren that this powerful prayer within the book's illustrations could become for you a meaningful bedtime ritual.

The book's text is the? Lord's Prayer.? The illustrations? require? close observation and the underlying meaning the illustrator attached to each illustration with each segment of the prayer blends beautifully together. This book lends itself well to one on one discussion of the prayer with your special child and really what does the prayer means when we pray it in terms the child can understand. (As an adult how do you see this prayer in your life?)

Richard Jesse Watson wrote a short message to his readers at the end of the book. I would like to share part of the message with you;

No, the reason we may never really know what's in it is because it lodges such tremendous discretion and power in the Department of Health and Human Services that we can never really be sure how government decision-makers will interpret it. In at least 700 separate instances, the legislation says that the Secretary of Health and Human Services "shall have discretion" to make rules implementing the law's often vague requirements.

On May 13, the Obama administration announced the approval of 204 new waivers from compliance with the PPAA (Obamacare). That brings to 1,372 the number of waivers HHS has granted in the 14 months since the law's passage. The waivers are temporary, designed to prevent wholesale bankruptcies of insurance and other companies before most of the law's provisions take full effect in 2014.

"We are committed to making the waiver process transparent to the public," an HHS spokesman offered reassuringly.

But while the identities of those who have received waivers have been disclosed, the administration has so far declined to reveal the names of those whose waiver requests were denied. Nor has HHS explained its criteria.

There are rumblings of suspicion that HHS has shown favoritism -- labor unions have received some 26 percent of waivers while comprising only 12 percent of workers. As Rep. Fred Upton, R-Mich., chairman of the Energy and Commerce Committee remarked, "What does it say about the feasibility of the health care law when the administration needs to exempt over 1,000 health plans from its own law?"

A few wags have suggested that the HHS grant the rest of the country a waiver and be done with it. But the implications of what Professor Richard Epstein has called "government by waiver" aren't funny. As Congress has ceded more and more power to regulatory agencies, the opportunities for abuse of power multiply. The world of Obamacare is no place for the little guy.

The danger of waiver power is that it will be used differentially, giving one private entity a competitive advantage over another. The company denied a waiver can bring suit -- but litigation is expensive and slow.

Because there are so few avenues of recourse when we live under a government by waiver, we are forced, as Epstein warns, to trust in the good judgment of bureaucrats and elected officials: "The fate of our rights and liberties is left to the wisdom and discretion of individuals; we are therefore governed by men, not by laws."

In Marbury v. Madison, Justice Marshall wrote: "The government of the United States has been emphatically termed a government of laws, and not of men. Personal finance is something many people do not take very seriously. That is why so many people are fighting with debt problems. Personal finance is crucial to keeping a good credit record and maintaining credit worthiness.

Personal finance starts with a budget. Every person should have a budget to track and mange their income and expenses. A simple budget lists all income and all expenses for a month. The bottom line of a budget is that the income should never be less then the expenses. Should the expenses exceed the income the person is going to have to cut back on expenses. They should start by cutting out non-essential expenses. This can be difficult, but for someone wanting to be serious about their personal finance, it is important. Budgeting takes a lot of self control and little sacrifice.

The next step in personal finance is managing debt. Most people have some debt. Debt is essential for building credit. However debt should never become overwhelming. A person should make a list of all debt. The list should include the name of the creditor, the amount of credit, the amount of debt and the interest rate. If there is any debt problems they should be handled immediately.

Next is credit. If a person is easily handling their budget and their debt then they can consider getting more lines of credit. However, if a person is not handling their debt and budget then getting more credit is out of the question. A person should also make sure they understand all of their credit obligations. This includes all terms and conditions.

After a person has all of their personal finances in order they need to look them over. They should check to see if they are struggling with anything. If they are then they need to manage their finances to get them back in order. This may involve some credit counseling or debt consolidation. A person should be committed to whatever it takes to get their personal finances back in order, so they do not suffer damaged credit or financial difficulties.

Now that a person has organized their personal finances, they need to manage them. Managing personal finance is about sticking to a monthly budget, keeping debt under control and not getting overwhelmed by credit. Management of personal finances is on going. A person has to review every month to ensure they are not over extending themselves or breaking their budget.

Personal finance is an important topic. It is something everyone needs to think about and something everyone needs to control. Too often people let their personal finances get out of control. It is this that leads to debt problems and eventually financial difficulties.

A person that controls their personal finance will be using their monthly budget, keeping up on debt and not over extending themselves credit wise. A good, well managed personal finance is going to produce someone who can afford their lifestyle and who benefits in the form of a good credit record.
